Since the passing of the 2007 Head Start Act, ERSEA has continued to be an area that organizations need to continue to strengthen. During the past several months, GAO reports illustrate problems and challenges such as determining eligibility in local programs ie suspected fraud in local programs as well as OHS lack of clearly defining key terms related to enrollment which impacts end of month enrollment reporting required by the Act.
