An In-Depth Masterclass on ERSEA Systems Planning, Strategy Development, and Application to Eliminate the Barriers Impacting Head Start Enrollment

The Masterclass is designed to assist participants with agency and programmatic ERSEA systems planning, development, and implementation efforts aimed at reducing the risks that may lead to areas of concern, non-compliance, or deficiencies. Each session includes interactive individual and group activities focused on strategy development and application to create successful ERSEA planning efforts to address under-enrollment, including a change in scope. The session will also emphasize engaging participants as active learners and equipping individuals and teams with the skills needed for an efficient ERSEA system. Collaboration between RIVHSA, SEACAA, HGJA, and strategic partners is crucial in fulfilling obligations and commitments to improve the lives of children and families in poverty.

This 3-day ERSEA Summit III & IV: An In-Depth Master Class on the Effective Implementation of an ERSEA action plan exploring when and if it is necessary to request a change in scope. This training will benefit Head Start leaders’ (board, policy council, executives, finance, human resources, and information technology) ERSEA oversight, management, and accountability and managers’ (directors, coordinators, and managers) operations, strategy, and performance.  We are encouraging Head Start teams to come together to understand better “how to” carry out the requirements outlined in the Head Start Act, Final Rule on Head Start Eligibility, Part 1302.10-18 of the performance standards, and other applicable federal, state, and local regulations.

Learning Outcomes
After the ERSEA Masterclass, participants will understand the following:

  • How to use ERSEA systems and the importance of taking a team approach to assessment, planning, strategy development, application, and evaluation
  • How to use the community assessment and programmatic data for effective ERSEA system action planning
  • How to create winning ERSEA strategies for reducing and eliminating enrollment shortfalls
  • How to develop professional development plans for ERSEA agency and program teams
  • How to create and ensure quality assurance measurements for outreach, recruitment, and enrolment with accurate data.
  • How to establish quality assurance measurements with accurate data for outreach, recruitment, and enrollment
  • How and when to request a change in scope (conversion or reduction).
  • How to access key available resources at the national, regional, state, and local levels to support overall ERSEA compliance.

Target Audience

Emerging and seasoned professionals of varying specialties will benefit from this unique learning experience. It is the ideal management retreat experience, and grantees are encouraged to register as an organizational team: Chief Executive Officer or Executive Director, Board and Policy Council Chair/Members, Head Start Director, Finance Director, Human Resource Director, Information Technology Director, Operations and Program Coordinator, Content Area Managers, Supervisors as well as others who hold a position of responsibility and accountability in ERSEA.
